United States Post Office Bulk Mailing Requirements |

| The U.S. Postal Service developed bulk mailing -- also known as presorted mail -- in an effort to allow businesses to save money on their frequent mailings. Many businesses use the bulk mailing program to send advertisements to customers. Bulk mailing requires some preparation, sorting and stamping, which, even though postage prices are reduced, takes the time and energy of a staff person. The best way to determine if bulk mailing would be helpful for a particular business is to carefully evaluate bulk mailing requirements. |

Mailing Permit |

| The first step in qualifying for a bulk mailing rate is to apply for a mailing permit. The mail permit allows a business or individual to set up a bulk mailing account. Customers using precanceled stamps or a postage meter to apply postage to bulk mail can obtain their mailing permit for free. Customers wishing to use a permit imprint service for postage must pay a one-time fee to set up the permit imprint account. All applicants must pay an annual mailing rate determined by the business mail representative. |

| While applying for a mailing permit, businesses using bulk mail must determine which type of postage will be used for the mailing. When conducting bulk mailing, businesses may use precanceled stamps, a postage meter or a permit imprint service. Precanceled stamps are stamps available a discounted price that customers apply to their presorted mailings. At the post office, a business mail representative will help the customer determine how much postage is still owed. As of 2010, there are four types of precanceled stamps available: 25-cent stamps for first-class mail; 15-cent stamps for first-class postcards; 10-cent stamps for standard mail; and 5-cent stamps for nonprofit standard mail. A postage meter is a device that prints the postage directly on the mail. Postage meters used for bulk mailing require special imprints to signify the mail as a bulk mail item. A permit imprint service allows mailers to print an insignia directly on the mail, showing it belongs to a specific mailing account. Accounts may be set up with business mail representatives at the local post office. |

| After applying postage to bulk mail items, business customers must sort the mail according to the ZIP code. Presorting the mail by ZIP code allows businesses to qualify for discounted postage under the bulk mailing services umbrella. |

Minimum Items |

| In addition to submitting a permit, applying postage and sorting the mail, bulk mail customers must mail a minimum number of items to qualify for bulk mail rates. For first-class mailings, a customer must mail 500 pieces. For standard mail, bulk mail rates apply to 200 pieces or 50 pounds of mail. When mailing items parcel select, 50 or more items must be mailed. For library mail, media mail, presorted and carrier route bound printed material mailing categories, customers must mail a minimum of 300 pieces. |
